A FEMA/DHS Center for Faith announcement provided updated details on both the outstanding FY25 submissions, and the upcoming FY26 application period:
For FY25 applicants: after the total of 120 days of government shutdown over the past few months, FEMA is diligently working on reviewing all NSGP applications. While no results have been announced yet, FEMA expects to send out lists of awarded organizations to the states soon.
For potential FY26 applicants: FEMA expects to publish the FY26 NSGP funding opportunity over the summer. This means the SAA will be required to submit for our state as a whole at that time. It is unclear if FEMA will direct us to solicit organization-level applications concurrently in the summer and submit all together, or if they will recommend we submit a generic placeholder for our state and solicit organization-level applications from you in the fall. Potential applicants should start planning now. We expect the application requirements to remain the same or similar. Everyone is welcome to use last year's application details, and trainings.
The federal DHS shutdown continues. This continues to impact the Nonprofit Security program in multiple ways.
Organizations that applied for FY25 funding: We still do not know which organizations were awarded funding for FY25. We continue to await notification from FEMA/DHS.
Current subrecipients awaiting EHP approval: For current awardees who have submitted their EHPs and are waiting for approval, the SAA continues to await notification from FEMA/DHS.
Current subrecipients with reimbursement (payment) requests: For current awardees awaiting outstanding payments, the SAA is unable to complete reimbursement payments. Please continue to submit reimbursement requests as costs are incurred. Do not hold your requests. The SAA continues its initial review and processing, so that reimbursements can be submitted to FEMA and fulfilled as quickly as possible once federal funding is restored.
Organizations that want to apply for FY26: The FY26 federal funding bill has not yet passed. The application process will not open until the DHS federal shutdown is resolved and the FY26 NSGP Notice of Funding Opportunity (NOFO) is released by FEMA/DHS.
Please continue to be patient. Even after the DHS federal shutdown ends, it will take time for systems to ramp back up and be fully functional again.
The SAA will provide additional updates when they become available.

Kansas Highway Patrol (KHP) will be hosting an informational webinar with the purpose of preparing potential applicants for the upcoming FY26 NSGP application process, and to allow time for any questions.
Thank you to all the organizations that submitted applications for the FY25 Nonprofit Security Grant Program through the State of Kansas.
Kansas received applications for 80 organizations, representing 121 facilities. The funding requests totaled $15.3 million. These Kansas applications will compete for an estimated $2.1 in available funding.
Due to delays related to the federal shutdown and other federal grant priorities, we do not expect to receive results from FEMA before late in the first quarter of 2026. We will inform nonprofit applicants as soon as we have news to share.
