12/23/25 FY25 NSGP Submission Status

Thank you to all the organizations that submitted applications for the FY25 Nonprofit Security Grant Program through the State of Kansas.

Kansas received applications for 80 organizations, representing 121 facilities. The funding requests totaled $15.3 million. These Kansas applications will compete for an estimated $2.1 in available funding.

Due to the federal shutdown and other federal grant priorities, the SAA only recently received final instructions from FEMA on how and when to submit all the state’s NSGP applications. Given this, it is unlikely we will know anything else before late in the first quarter of 2026. We will inform nonprofit applicants as soon as we have news to share.

What you should know about the Nonprofit Security Grant Program (NSGP)

This funding opportunity is for security enhancements to existing, at risk, occupied, Kansas, eligible nonprofit facilities to prepare and prevent acts of terrorism. It also sought to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.

  • The Kansas state max per site remains $150,000 for up to 3 sites, for a maximum of $450,000 per organization per application year.
    • A separate application-Risk Assessment-Mission Statement must be submitted per site.
  • FEMA awards bonus points to applicants/organizations that have never received an NSGP award and applies multipliers to certain types of organizations based on risk categories.

Kansas City Metro Area Counties

The Kansas City counties of Johnson, Leavenworth, and Wyandotte have been part of the Urban Area Security Initiative (UASI). Nonprofits located in these counties must submit through the Missouri Office of Homeland Security

Submission Step 1: Obtain a Unique Entity Identifier (UEI)
To receive NSGP awarded funds, each nonprofit subapplicant must obtain a Unique Entity Identifier (UEI). Make sure you use the correct website (www.SAM.gov) as there is no cost to register.
Submission Step 2: Conduct a Vulnerability Risk Assessment

To apply for NSGP funds, each nonprofit subapplicant must include a vulnerability/risk assessment unique to the site the IJ is being submitted for. To conduct a vulnerability/risk assessment, you may choose between one of the following options:

Submission Step 3: Prepare the Required Documents
The following documents are all required in order to submit for the NSGP. Please pay careful attention to the instructions for each document, to avoid complications with your submission.

Step 3.a: Mission Statement
If you do not have a mission statement, you will need to create one, and submit it on letterhead.
Step 3.b: Vulnerability/Risk Assessment
You should have completed a Risk Assessment in step 2. Make sure you have an exported/saved copy of the risk assessment ready to submit with your application.
Step 3.c: Investment Justification (IJ)

Do not try to fill out the IJ in a web browers. You will get the following error:

You must fill out the IJ form using the following process:
  1. Download the file from above (we recommend saving this file somewhere on your computer that you will remember, such as your "Documents" folder)
    • It is possible the file will automatically open in your browser when you download it. If that is the case, just close the tab. You will not be able to fill out the form in your browser
  2. Download and install Adobe Reader: https://get.adobe.com/reader/
    • The IJ must be filled out with this software
  3. Navigate in your "File Explorer" (or "Finder" if you are on mac) to where you downloaded the IJ form in step 1
  4. Right click the file, and select "Open With", then click "Adobe Reader" from the presented list
  5. Fill out all the required fields presented in the opened IJ form.
    • We highly recommend saving your work as you go (see next step)
  6. When you have filled in all the required fields, make sure you save the document by clicking the floppy disk symbol on the top right of the page
    • You can also use the keybinds "CTRL + s" on windows and "CMD + s" on mac
  7. When submitting your IJ, make sure it is the exact file you downloaded, and edited
    • Scanned copies will not be accepted
General Submission Tips & Reminders for completing Investment Justification
  • We recommend using this IJ Word template to collect information and to assist with spell checking and grammar. Then, once you have all your information, transfer it over to the official template for submission.
  • For FY25, all milestones were required to be completed by 12/31/2027.
  • Fill in the EHP milestone dates (top line in milestone section).
  • Provide the full zip+4 code.
  • Name IJ file following the proper naming convention as listed at the top of the file. Ex., Sunflower Organization would name their file "FY2025_NSGP_S_KS_Sunflower Organization."
    • If your organization has multiple facilities, include "- facility name" in the file name. Ex., "FY2025_NSGP_S_KS_Sunflower Organization - Event Center."
  • As you determine equipment needs for your FY25 submission, make sure equipment is allowable. Your verbiage describing any equipment should match that used in the AEL. See the below list of authorized equipment for this grant program:
Submission Step 4: Submit all Completed Documents To Astra

For those interested in the Nonprofit Security Grant Program (NSGP), the Astra system offers two functions for our partners:

  1. Subscribing for NSGP announcements to stay informed about the application process. Everyone should subscribe.
  2. Registering as a user. Those interested in submitting an application should register. All future applications will be submitted through Astra.

Your registration will be reviewed by an administrator before it is approved, which may take 1-2 days. Once you have completed your documents, submit them on Astra. (Do not email submission documents.)

Approval of Small Projects Waiver of the BABAA Requirements from FEMA

The Office of Management and Budget (OMB) approved FEMA's Small Projects Waiver of the Build America, Buy America Act (BABAA) requirements. This waiver applies to projects under FEMA federal financial assistance awards or subawards where the total project cost does not exceed the federal simplified acquisition threshold (currently set at $250,000).

This waiver is effective upon approval date, which was Feb. 21, 2023, and will remain in effect for recipients and subrecipients of FEMA programs subject to BABAA for a period of five years from the issue date, which is Feb. 20, 2028. Guidance outlining the application of the Small Projects waiver is forthcoming.
